A pesar que toda la comunidad, autoridades y quienes a diario transitan entre Putaendo y Cabildo, conocen la imperiosa necesidad de contar con telefonía celular en un tramo de mas de 30 kilómetros donde incluso se han registrado accidentes fatales, de manera increíble las ex autoridades Municipales NO postularon al fondo de desarrollo de las telecomunicaciones que hubiese permitido postular al proyecto que entre otros beneficios permite a los municipios, informar acerca de las necesidades de telecomunicaciones que afectan a sus comunas y así dotar de telefonía celular sectores como Las Minillas y El Manzano en la ruta que une Putaendo con Cabildo.
¿Por qué Putaendo quedó fuera de este importante proyecto donde en toda la Quinta región tampoco se presentaron proyectos?
De manera increíble resulta totalmente incomprensible tomando en cuenta la gravedad de la falta de telefonía en los sectores antes nombrados que el Municipio de Putaendo no respondiera el oficio circular N°11 de fecha 16 de Enero del año 2.020, de la subsecretaría de telecomunicaciones donde se les pedía informar de las necesidades de telecomunicaciones de la comuna a fin de formular las respectivas postulaciones al Fondo de desarrollo de las telecomunicaciones conocido como [FDT].
El Fondo de desarrollo de las telecomunicaciones conocido como [FDT], destinó para este año 2.021 la cantidad de M$ 30.596.000 para 142 localidades para Telefonía Móvil, y 471 localidades para Zonas WiFi, el Fondo de Desarrollo de las Telecomunicaciones (también denominado FDT), es un organismo dependiente del Ministerio de Transportes y Telecomunicaciones y su secretaría ejecutiva es la Subsecretaría de
Telecomunicaciones, cuyo objeto es la promoción y el fomento de los servicios de telecomunicaciones
en el país, concentrando sus esfuerzos en todas aquellas localidades –preferentemente rurales y
urbanas de bajos ingresos- que aún no han tenido participación en los importantes avances logrados
en esta materia. Para ello, el FDT desarrolla concursos públicos afectos a subsidio destinados a la
implementación de proyectos que tengan por objeto el aumento de cobertura de los servicios de
telecomunicaciones en las localidades antes indicadas.
En Septiembre de este año la administración del Alcalde Sergio Zamora se dio cuenta de este grave error y postuló al [FDT] y mediante el Oficio N°700 de fecha 04/09/2020 solicita incorporar las localidades de El Manzano, Las Minillas, Ramadilla y Los Patos que no tienen telefonía Celular o cuyo servicio es defectuoso y también solicitó Internet Móvil para las localidades antes señaladas, pero lamntebemnte con fecha 18 de Noviembre del año 2020 y mediante el Ordinario N° 18.207 la JEFA DE DIVISIÓN GERENCIA FONDO DE DESARROLLO DE LAS TELECOMUNICACIONES, NATALIA LÓPEZ CÉSPEDES informa al Alcalde Sergio Zamora que “El programa anual de proyectos subsidiables del FDT para el año 2021 ya se encuentra cerrado según Circular N°11 de fecha 16 de Enero del año 2020 donde el Municipio de Putaendo no envió los antecedentes en la forma y tiempo que correspondían”
Un hecho lamentable pues y tal como lo hemos dicho ya en forma reiterativa , los accidentes siguen ocurriendo y donde se repite el factor de la pérdida de valiosos minutos para dar aviso mediante un teléfono celular a los estamentos de emergencias y donde al parecer para las ex Autoridades Municipales no fue importante pues incluso jamás se informó al Concejo Municipal sobre el oficio de fecha 16 de Enero recibido el cual jamás fue respondido dejando pasar una importante oportunidad de haber ganado un concurso que ademas no tuvo postulaciones de otras comunas de la región para dotar de telefonía celular sectores apartados.
Como premio de consuelo la subsecretaría de telecomunicaciones y gracias al oficio enviado por el Alcalde Sergio Zamora, seleccionó , la localidad de “Los Patos” la cual fue
incorporada en el listado final a ser considerado en las Contraprestaciones de la Banda 700 MHz del Concurso
Público 5G, donde en este caso, solo si el concurso es adjudicado se le entregaría el servicio comprometido.
