Años hace ya que vemos con preocupación el mal llamado “tema del agua” en Putaendo; específicamente en lo que refiere a los APR donde identificamos una de las herencias más escandalosas de la privatización del agua en nuestro país. En los lugares donde la empresa de aguas del estado (Servicio Nacional de Obras Sanitarias) no tenía obras de alcantarillado y agua potable, al momento del “traspaso”; fueron conformados Comités para la administración del recurso hídrico. Y de esta forma han funcionado hasta hoy día. Por supuesto que no le pediremos a Esval que financie obras de factibilidad para dotar de agua potable a estos sectores y que están claramente identificados: Los Patos, Casablanca, Piguchén, Población Hidalgo, Quebrada Herrera, Guzmanes, Las Coimas.
Estas localidades no necesitan de la mal llamada “caridad” de las empresas privadas, sino de soluciones que garanticen el derecho constitucional de acceso al agua potable, misma que hoy, en un periodo en que nuestro país sufre de una de las sequias más prolongadas y duras de las que se tenga recuerdo.
Por ende, las preguntas son múltiples ¿Es responsabilidad de los vecinos y vecinas abastecer de agua a sus respectivos sectores? Deben ellos Administrar, gestionar; solucionar problemas que surgen en el camino. ¿Comprar agua para abastecer sus sectores? ¿Redistribuirla, Potabilizarla? ¿Y las responsabilidades del Estado dónde quedan? ¿Y los derechos de los ciudadanos dónde? La Constitución actual avala estas prácticas deberá, lo que genera una tremenda responsabilidad en quienes hoy se postulan a uno de los cupos de constituyentes, ya que la solución estará en sus manos, donde gran parte de país, principalmente de sectores rurales, les exigen estar a la altura de sus demandas.
Mientras esto acontece, cientos de familias deberán seguir esperando por la tan anhelada solución, prolongando la incertidumbre en plena época de los avances tecnológicos y desarrollo de las economías emergentes, llevándonos a recordar la tan tristemente célebre frase “jaguares de América”, enfocado en la prosperidad u bonanza para las grandes urbes, quienes entre pompas y destellos comunicacionales opacaban una triste realidad.
En bajo esta triste realidad se hace necesaria la participación público-privado en la búsqueda de soluciones definitivas, mismas que pongan termino a uno de los capítulos más vergonzosos de nuestra historia republicana, y que nos ha llevado a ser cuestionados a nivel internacional, en un hecho sin igual en otras economías como es la privatización del agua.
Por añadidura, cuando hay que procurar recursos (del estado) para financiar obras de grandes envergaduras el agua es de todos y para todos. pero cuando hay que repartir los beneficios el agua es de unos pocos en un cuestionable accionar, quedando un manto de incertidumbre y tristeza en el alma y corazones de los mismos quienes hoy ya cuestionan el funcionamiento en equidad de un estado que, con el paso de los años, les ha obligado a postergar, incluso traspasar sus sueños y anhelos a futuras generaciones, haciendolas herederas de una injusta realidad solo por el hecho de no pertenecer a castas o élites, o tener las influencias necesarias.
Finalmente, deseo replicar en texto lo señalado por las Naciones Unidas, con relación a esta amarga y dura realidad, y que debe ser conocida y replicada por todos de manera tal, que su verso se haga conocido por todos y que señala “El 28 de julio de 2010, a través de la Resolución 64/292, la Asamblea General de las Naciones Unidas reconoció explícitamente el derecho humano al agua y al saneamiento, reafirmando que un agua potable limpia y el saneamiento son esenciales para la realización de todos los derechos humanos.”
