Finalmente y gracias al importante gesto del empresario Luis Arancibia, y su proyecto enfocado al enoturismo a través de su “Viña Encanto” la Dirección de Obras Hidráulicas [DOH] puedo hoy construir el proyecto de ejecución de un pozo profundo que permitirá inyectar más de 80 litros por segundo a los canales del sector Poniente de la comuna.
Recordemos que la [DOH] a través del decreto de emergencia que lanzó el ministerio de Obras Públicas, contempla la ejecución de dos pozos profundos en la comuna de Putaendo para asegurar el agua en tiempos de sequía, cuyos pozos serán administrados por la Junta de Vigilancia del Río Putaendo [JVRP] y que se estima favorecerá a los agricultores que accederan a cambios de turnos y la compra del vital elemento.
Este proyecto estuvo a punto de fracasar luego que la [DOH] se viera enfrentada a la oposición de un particular en el sector del Trapiche que se negó a que se construyera el pozo en el borde río que colinda con su propiedad y al tener la posibilidad que el tema se judisializara, la [DOH] había decidido buscar otras alternativas incluso no construir el pozo, donde resultó fundamental el ofrecimiento del empresario Luis Arancibia y su proyecto de enoturismo a través de su “Viña Encanto” quien entregó parte de sus terrenos para que la [DOH] construya el pozo siendo ya propietario del terreno el fisco de Chile si costo alguno.
Daniel De Blasis, presidente de la [JVRP] destacó la disposición del empresario Luis Arancibia pues dijo destrabo un inconveniente que puso en riesgo el pozo y destacó que este pozo cuando entre en operaciones junto al segundo pozo que se construirá en la ribera Oriente y la reparación y operatividad del pozo Quillotana, permitirá tener una capacidad de agua subterránea de más del 60% para enfrentar eventuales años secos y favorecer a los agricultores de la comuna de Putaendo.
En tanto el empresario Luis Arancibia, dijo que cuando tomó conocimiento que el pozo que se construiría podría incluso perderse decidió junto a su familia donar en forma inmediata y sin costo alguno parte de los terrenos donde hoy se emplaza un ´proyecto de enoturismo con la viña “Encanto” que espera convertirse en todo un polo turístico a nivel nacional, pues reitero que siempre ha estado comprometido con el desarrollo de la comuna y en este caso puntual sabe lo importante que es contar con una alternativa en tiempos de sequía ara contra con un pozo profundo en el sector que favorecerá cientos de agricultores de la comuna.
