En atención a publicación realizada por la periodista Daniela Lepin, en el diario El Mostrador, con fecha 23 de Mayo de 2022, digo lo siguiente
Respecto a la afirmación, sin respaldo, que la administración del Canal La Compañía y la empresa Carter serían responsables, en parte, de la precaria situación hídrica de la población y de los pequeños regantes.
Al respecto, cumplo informarle que la distribución del caudal del Canal La Compañía, se hace ajustada a derecho, de acuerdo a las normas que establece el Código de Aguas. En forma simple, esto significa que la Junta de Vigilancia del Rio Putaendo entrega un caudal en Litros por Segundo de acuerdo a 1as acciones que posee el Canal. El Referido caudal es recibido en turno de 88 horas cada ocho días. A estas 88 horas se restan 14 horas por concepto de pérdida de canal y el saldo de 74 horas se divide por el numero de acciones que registra el canal, que son 183.03 acciones. Esta operación da un resultado que cada comunero tiene derecho a 22 minutos por acción.
La distribución del turno la hace un celador que entrega el agua desde la primera bocatoma hasta la ultima.
La real causa que explica la precaria situación hídrica del Valle de Putaendo es la megasequía que padecemos por 12 años consecutivos y que se traduce en que en tiempos normales la Junta de Vigilancia del Rio Putaendo debía distribuir 6.000 litros por segundo y hoy distribuye 1.200 — 1.500 litros por segundo, lo que representa un deficit de un 80% a 85% de disponibilidad de agua y esta situación explica, sin lugar a dudas, la situación que padece todo el Valle de Putaendo y gran parte del país.
