Situación fue analizada por especialistas sobre crisis hídrica en conversatorio realizado en la Universidad Aconcagua sede Los Andes.
Con sendas exposiciones, los especialistas convocados por Modatima Los Andes, explicaron mediante gráficos, cifras, antecedentes jurídicos y legales las causas de la grave crisis hídrica que afecta al Valle de Aconcagua, así como las alternativas de solución.
La exposición, que fue coorganizada con Aconcagua Sustentable, se realizó en la Universidad Aconcagua de Los Andes y estuvo a cargo de Rodolfo Soto, Geógrafo de la Universidad de Chile y Magíster en Gobernanza del Riesgo y Recursos de la Universidad de Heidelberg junto a la conocida experta nacional, Carolina Vilches, Geógrafa de la Universidad de Universidad de Playa Ancha, Vocera Nacional de MODATIMA y ex Convencional Constituyente.
Rodolfo Soto, especialista en prospectiva explicó con antecedentes muy aclaratorios la evolución de la crisis hídrica mundial, nacional y especialmente del Valle del Aconcagua, como consecuencia del cambio climático y la sobreexplotación de los recursos hídricos. Entre las proyecciones más preocupantes se encuentra una progresiva disminución del agua y aumento de la temperatura que harían que el valle de Aconcagua se convierta de aquí al 2050 en un territorio de secano similar al Valle del Limarí.
El especialista explicó la importancia de implementar medidas concretas en el breve plazo, entre las cuales destacó la necesidad de establecer una planta desalinizadora en la comuna de Valparaíso que permita abastecer al gran Valparaíso, que actualmente suma un millón y medio de personas que dependen del agua del río Aconcagua, lo que permitiría descomprimir la crisis en la V región cordillera.
Por su parte, Carolina Vilches precisó que mientras el agua siga siendo un bien privado y se mantenga el actual modelo de sobreexplotación, la capacidad del estado para dar solución a la crisis hídrica será insuficiente.
Explicó que tanto la definición jurídica del agua en nuestra actual constitución, así como la larga serie de organismos del estado que deberían asegurar el acceso al agua requieren una urgente redefinición que permita una adecuada coordinación en la toma de decisiones, que asegure la inclusión de todos los actores, especialmente las comunidades más empobrecidas y por tanto con menos capacidad para luchar por el acceso al agua.
Señaló que el “sufrimiento ambiental” o sufrimiento por razones de un medio ambiente que no alcanza un estándar de calidad adecuado, es una realidad que sufren cientos de miles de personas, que dependen de camiones aljibes para acceder al agua, así como la serie de problemas de salud asociados a un agua de calidad insuficiente.
Finalmente expuso la experiencia de la oficina del agua en la provincia de Petorca y cómo esta iniciativa logró descomprimir la gravedad de la crisis, partiendo por establecer las causas de la crisis, sumando voluntades políticas y capacitando a las organizaciones de base, especialmente las APR.
